Therefore, there can be little doubt as regards its efficacy, timeless relevance and of course, its wondrous, practical simplicity. The allegory, the wonderful symbolization of the world in all its colors - makes the song of God one of the greatest and most relevant works of religion. And this allegory can be seen in the Gita itself - a study of the entire epic is not even necessary! So, it is important to analyze and understand the reason for the Bhagavad Gita's strong influence on our minds - which can be properly done only by studying the beautiful allegory that is used in the poem. The entire Mahabharata is itself full of symbols, if we look deeply. Whether it is Dhritarashtra's blindness, Yudhishthira's flying chariot, a brotherhood of five Pandavas as compared to an ocean of a hundred Kauravas - all these strange characterizations and symbolizations carry a distinct meaning in themselves. The most prominent symbols, however, are the incarnation of Lord Krishna on the Earth, and his subsequent role as a charioteer to the Pandava Arjuna - who has been depicted as Nara (Man). It is commonly understood that the discourse given by Krishna to Arjuna is the only thing that comes close to an Allegory - being interpreted as God teaching man some important ideals (very much like the ten commandments!), but that is simply not true - The allegory can be seen and felt the moment Arjuna panics at the time of the commencement of battle - Man panics when he has to do his duty. And here, Man is Arjuna and his duty is to participate in this war. From this moment on, we can observe a great deal of wonderful and intelligent symbolization the great poet Veda Vyasa has hidden in the Gita. ".take me to the middle of the battlefield, my dear Krishna, so that I may observe the armies facing each other." - Thus did Arjuna plead with his charioteer (after the conch of the commencement of the battle was sounded!). "Middle of the battlefield" "My Dear Krishna" "may observe the armies facing each other" "after the conch of commencement of the battle was sounded" - have these questions ever been raised NEVER! But the entire soul of the poem's allegory is contained in these words. The moment Arjuna panicked, the Lord smiled. The very setting of the Gita and the conversation between Nara (Arjuna) and Narayana (Krishna) is too bizarre and eccentric for words - but that setting makes the song of God "Timeless". The "middle of the battlefield" is actually a point in everyone's life, when one has to make a crucial, life-changing decision. Arjuna wanted a clear view of both armies, and that could be done only when he could stand at the middle of the battlefield, impartially. The symbol "middle of the battlefield" actually teaches us just that - to be completely impartial while making an important decision. One should never be carried away by senseless and overwhelming

Extracorporeal Membrane Oxygenation (ECMO)

Extracorporeal Membrane Oxygenation (ECMO) Cardiovascular Devices Chiara Tarenghi When a patient suffers from critical conditions which prevent to lungs or heart to work properly and to grant adequate blood flow and oxygen supply, either because of congenital disease, surgery or other reasons (severe pneumonia, sepsis, heart malformations, congenital diaphragmatic hernia, Respiratory Distress Syndrome ), a mechanical circulatory support is needed to take over temporarily the cardiopulmonary functions. These devices are known as extracorporeal life support (ECLS). ECMO is an invasive, non-therapeutic technique, consists essentially of an artificial external lung, a membrane oxygenator, which reproduces the physiological function of the gas exchange in the lungs (the blood releases CO2 and gains O2 according to the partial pressure gradient). It has successfully been employed as a bridge to recovery, cardiac transplantation, or implantation of a ventricular assist device, and it has met great application in paediatric surgery field (i.e. premature infants). It grants a steady amount of oxygen to the body while resting   and recover the lungs and heart. The device pumps blood from the body through the oxygenator with a roller pump (or a centrifugal pump, which causes major haemolysis though). There are three types of oxygenator commercially available: bubble oxygenator ( the gas is bubbled into blood), membrane oxygenator (allows exchanges of diffusion through a semipermeable membrane of silicon rubber that completely separates gas and blood), and hollow fibres oxygenator (fibres of PVC or PTFE hollow inside and semipermeable to gases). The blood is then warmed up through a heat exchanger (a coiled tubing containing warm water flowing counter current) and is injected back into the body. Each section of the machine is connected through cannulae. The blood flow is monitored continuamente to avoid the presence of microscopic air bubbles, thrombi and other emboli. Hazardous occlusions of tubing or thrombosis are detected by pressure monitors. Before letting blood flow through the tubes, the latter are primed by flushing with CO2 and then with crystalloid prime, albumin (to limit platelets adherence) and finally blood. The flow and amount of oxygenation is adjusted according to the needs of the patient. As the heart function improves, the flow is lowered. Blood volume can be assessed by urine output and central venous and mean arterial pressure. After a few days of mechanical assistance, the device is usually removed. ECMO is a valid alternative to pulmonary ventilation, since the latter pushes oxygen into patients lungs, regulating its amount and pressure, but high gas pressure could further damage lungs. Risks associated to ECMO include blood clot formation (which is prevented through anticoagulant like heparin) and, related to this, haemorrhage, infection, transfusions problems (thromboembolism and related stroke or ischaemia), mechanical failures. There are different ways of perfusion : ECMO VENO ARTERIAL (VA) : It requires three tubes to be inserted, venous blood is removed from the right atrium or vena cava, passing through the   jugular or femoral vein, and returned to ascending aorta (central ECMO) or femoral artery (peripheral artery). It is a hemodynamic and respiratory support for patients suffering from cardiogenic shock, sepsis, severe pneumonia, persistent pulmonary hypertension. Advantages: Low cost, can be applied to children and adults, support double heart and lungs. Disadvantages: It is more invasive than VV ECMO is a complex circuit, can cause embolism, neurological complications and require a sternotomy. ECMO VENO VENOUS   (VV):   In this case two tubes are inserted into the largest veins as jugular or femoral, but most often a single Y shaped cannula is inserted in the both veins. Blood is drained from the vena cava , blood is returned through the right atrium into the tricuspid valve. It is only a respiratory support for patients suffering from severe respiratory failure, asthmas, persistent pulmonary hypertension. Disadvantages: No cardiac support. ARTERIO VENUS   (AV):uses patients arterial pressure to pump the blood from artery to vein, it can be used only as a short-term support.

The Evil of Richard III Shakespeare Richard III was a traitor, a murderer, a tyrant, and a hypocrite. The leading characteristics of his mind are scorn, sarcasm, and an overwhelming contempt. It appears that the contempt for his victims rather than active hatred or cruelty was the motive for murdering them. Upon meeting him he sounds the keynote to his whole character. The idea of physical isolation is heightened by his references to his deformity such as "rudely stamped ....Cheated of feature by dissembling Nature, deformed unfinished". "( 1.1.21-22). This deformity would be an outward indication to his audience of the disharmony from Nature and viciousness of his spirit. As he hated "the idle pleasure of these days" and speaks of his plots to sent one brother against another, Richard seems socially apart from the figures around him, and perhaps regarded as an outsider or ostracized because of his deformity. His separation his family is emphasized when he says "Dive, thoughts down to my soul"(1.1.41) when he sees his brother approaching. He is unable to share his thought with his own family as he is plotting against them. Thus, we are given hints of his physical, social and spiritual isolation which is developed throughout the play. But despite these hints, he still refers to himself as part of the House of York, shown in the repeated use of "Our" The task which Shakespeare undertook was to mold the hateful constitution of Richard's Moral; character. Richard had to contend with the prejudices arising from his bodily deformity which was considered an indication of the depravity and wickedness of his nature. Richard's ambitious nature, his elastic intellect, and his want of faith in goodness conspire to produce his tendency to despise and degrade every surrounding being and object, even as his own person. He is never sincere except when he is about to commit a murder. "therefore, since I can not prove a lover, To entertain these fair well spoken days, I am determined to be a villain".As a villain Richard must be heartless, he can not let his emotions interfere with his actions.

Primary Education in India: Evolution, Structure and Development Essay

Education is one of the major factors which control a nation’s economic and scientific growth. In the report, an attempt has been made to analyze the primary education system of India and how it has evolved over the course of history and affected various sections of the society. To create the report, various data sources, secondary research, surveys and government legislations were used and referred. The report charts the evolution of the Indian education system in an attempt to understand the reasons behind the present condition of the system. A description of the features of the public education system and low cost private schooling system in India, both in terms of quantity and quality, has been provided with the help of various data sources and secondary research. It was found that the literacy rates, especially in the younger age groups, for both boys and girls are on an upward trend. However, the increase in literacy rates and education provided has not been uniform in various sections of society as well as various states. Similarly, literacy rates for girls, rural residents, and members of scheduled castes and scheduled tribes also lag behind those for boys, urban residents and the upper castes. Public expenditure on education in India has been rising over time and the government initiatives have resulted in a 9% increase in the literacy rate from 2001 to 2011. An analysis of the schooling system shows the growth in the literacy rates of the country since Independence and how it parallels with the increase in initiatives by the Indian government. It reflects non-uniform growth and disparity in the education imparted with respect to various sections, castes, gender and states in the country. The report also aims to increase the understanding of different perspectives and alternatives to the present system of primary schooling and education in the country. 2. INTRODUCTION Primary education is the foundation on which the development of every country is built on. In every country in the world, education is acknowledged as a tool for development and prosperity. Education is viewed as an intrinsically valuable commodity and a means to economic and social wellbeing of an individual as well as an entire nation. ? Most developed nations in the world also possess a sound primary and secondary education system. In the past few decades, the government of India has focused on provision of more schools ‘quantity’ and not on the ‘quality’. Various studies shown in the report will demonstrate that the percentage of ‘functionally literates’ is very low and the inadequacy of basic facilities and lack of infrastructure in schools. Government’s continuous efforts in the form of programs like ‘Sarva Shiksha Abhiyan’, DPEP, Mid-Day meals can be credited to achieve the above objectives. Literacy Rate of India has had an increase of 62% since independence, but individual literacy rates of various states show significant variations. In 2011, 95% population of 7+ of Kerala, Tamil Nadu and Maharashtra were literate, while Bihar had a literacy rate of 63. 25% with a female literacy rate of 33. 6%. The results of the surveys conducted show that some states are ‘educationally more advanced’ than others. India’s primary education has evolved from the traditional schools to the modern classroom. This has given the opportunity to the masses to get educated. New modern education also exposes the world and provides adequate infrastructure for an integrated learning environment. India’s literacy rates have increased from 12. 0% to 74. 04% in 2011 and although the male-female literacy rate gap is still 24. 1%, it has decreased over the last decade by 10%. The number of primary schools has increased three-fold from 209,671 to 664,041 and now 90% population has a school within 1 kilometer. While critics argue that the primary education system of India is not as advanced as the system in most developed countries, it is bound to become one of the fastest growing and most effective systems in the world in the near future due to the strong policies made by the government and the rapid growth of the alternative schooling system. 3. HISTORY AND EVOLUTION OF PRIMARY SCHOOLING IN INDIA ? In the pre-British era, education in India commenced under the supervision of a guru in traditional schools called gurukuls. Historically and traditionally, India had predecessors to the modern system of higher education at Nalanda, Takshashila and Ujjain Universities where Science, Art, Economics, Politics, Law, and Medicine were the few early subjects that were taught. The British came to India in the second half of the millennium and by the late 19th and early 20th century, they were successful and instrumental in creating a proper schooling system with primary and secondary education which has been followed by the Indian state ever since. After India gained independence in 1947, education became the responsibility of the states. The Central Government’s only obligation was to co-ordinate in technical and higher education and specified standards. This continued till 1976, when the education became a joint responsibility of the state and the Centre.? In 1976, education was made a joint responsibility of the states and the Centre through a constitutional amendment Center is represented by Ministry of Human Resource Development’s Department of Education and together with the states, it is jointly responsible for the formulation of education policy and planning. The 86th Amendment of the Indian constitution makes education a fundamental right for all children aged 6-14 years. When India gained independence, the literacy rate was as low as 12% but has been growing ever since. Even though the literacy rate rose to 74% in the 2011 census which also translated into economic growth, there’s still a long way to go. In recent past, India has made great progress in terms of increasing primary education enrolment, attendance rate, retention and expanding literacy to approximately two thirds of the population. Figures released by the Indian government in 2011 show that there were 5,816,673 elementary school teachers in India. As of March 2012 there were 2,127,000 secondary school teachers in India. Education has also been made free for children for 6 to 14 years of age or up to class VIII under the Right of Children to Free and Compulsory Education Act 2009. There have been several efforts to enhance quality made by the government. The District Education Revitalization Programme (DERP) was launched in 1994 with an aim to universalize primary education in India by reforming and vitalizing the existing primary education system. 85% of the DERP was funded by the central government and the remaining 15 percent was funded by the states. 4. STRUCTURE OF THE GOVERNMENT SCHOOLS The main types of schools are those controlled by State government boards The Central Board of Secondary Education (CBSE) and The Council for the Indian School Certificate Examinations (CISCE) International schools. These schools try to copy the schools in the West in pattern and syllabus and are considerably more expensive than regular schools. Overall, according to the latest Government Survey undertaken by NUEPA (DISE, 2010-11), there are over 1 million schools. Expenditure on Education in India Expenditure on education is on a rise. The Indian budget has provided Rs. 34,400 crores to the educational sector in India. It is an increase of 20% over previous year. In 2004 expenditure on education stood at 3. 52% of the GDP and in the eleventh plan it is estimated to be around 4% while it should be at least 6% of GDP. The District Information System for Education (DISE) reported in 2012 that 95% of India’s rural populations are within one kilometer of primary schools. The 2011 Annual Status of Education Report (ASER), which tracks trends in rural education, indicated that enrollment rates among primary-school-aged children were about 93%, with little difference by gender. However, behind the veil of such promising statistics, the learning outcomes of India’s children show little progress. The country ranked 63 out of 64 in the latest Program for International Student Assessment (PISA) study, with some of its best schools ranked about average among those surveyed. The 2011 ASER stated that only 48. 2% of students in the fifth grade can read at the second grade level. The number of students completing their primary education with inadequate numeracy and literacy skills is startling. To see this manifest in an economic sense, one may attribute India’s productivity growth — lagging behind that of East Asian economies — to a lack of progress in the foundational elements of countrywide, high-quality education. India’s private-schooled, English-speaking urban elite may attract global attention, but they are in the minority. The vast majority of Indian children attend government-run primary schools in rural areas. In 2008-2009, rural India accounted for more than 88% of India’s primary-school students, of whom over 87% were enrolled in government-run schools. This is where we see some of the nation’s challenges. â€Å"The destiny of India is now being shaped in her classrooms. † (Education Commission, 1964-66. ) This statement rings true half a century later.? While the development planners rightly recognized that expansion of educational facilities has to be accompanied with improvements in quality and relevance of education at all levels, the outcome is different at different places in the country. 5. THE INDIAN SOCIETY AND ITS ROLE IN THE EDUCATION SYSTEM 5. 1 Socio-economic disparities Despite the strong constitutional backing for the provision of primary education in India and its expansion over time, the system is characterized not only by low achievements but also by large unevenness of achievements. Differences remain between rural and urban areas, and the probability of getting any education at all sharply depends on gender, caste and income. Women, scheduled castes and tribes and the poor are faced with barriers when it comes to getting basic education. Of the 200 million children in the age group 6-14, it is estimated that 59 million are out of school. Of these 35 million are girls and 24 million are boys (Ministry of Human Development, GOI). Apart from socio-economic determinants, the educational infrastructure and the management and the governance of the educational system in India are far from efficient or sufficient. The government is the largest provider of education in India with only about10% of primary schools owned by the private sector. The  quality of education provided by the public education system is low which translates into low educational abilities even for those who are able to complete primary education cycle. Moreover, there is a lot of ‘waste’ in the educational system with dropout rates as high as 40% for the country as a whole and in some Indian states, they are as high as 75%. Though the number of primary schools in the country increased, more than 1 lakh habitations still do not have access to a primary school within a distance of one kilometer. Teacher-pupil ratios are inadequate: less than 2 teachers are available in rural areas to teach a class size of around 100 students. Teacher motivation and teaching incentives are also very weak. 5. 2 Rural-Urban and Gender Disparities Perhaps, the largest disparity in educational attainment in India is by rural-urban location. While there has been some catching up in literacy rates for both males and females between rural and urban areas, the differences continue to be unacceptably large, especially for females. The child sex ratio also has a major impact on the disparity of the education imparted. Haryana, where the child sex ratio is decreasing, also sees the maximum amount of disparity when it comes to gender inequality of education. Only 46% of females in rural areas were literate as opposed to nearly 73% in urban areas in 2001, a gap of around 27 percentage points. For males, the gap was lower at around 15% percentage points with 71. 18% of males in rural areas and 86. 42% in urban areas being literate in 2001. However, school attendance has been rising for both girls and boys at the elementary school level in both rural and urban areas. The following table shows school attendance for boys and girls in the 614 years age category in 1992-93 and 1998-99 for rural and urban areas. Fewer girls attend school in rural areas compared to their urban counterparts, and also compared to boys in rural areas. The proportion of girls attending schools, however, has increased from 59% to 70% between the years under comparison. While participation of girls in education has seen an increase over time at all levels of education, it continues to lag behind that of boys. Even in 2001-2002, girls’ enrolment remains below 50% of total enrolment at the primary school level. This is true of girls’ enrolment at all levels of education, though they have been increasing at levels beyond the primary as well. The table above provides enrolment data, which only takes into account entry into the school system and not attendance or retention, which as we have noted above was 73% for females compared to 79% for males. Moreover, if we view statistics for India as a whole, the numbers hide considerable variations. According to the Indian Census of 2001, of the 593 districts in India, 309 districts had (total) female literacy rates lower than the national average and 324 districts had a gender gap in (total) literacy rates that was greater than the national average. The gender gap in education is mostly due to entrenched gender norms, especially in the states of the north, where girls are married off at very young ages and exogamy in marriage means that any benefits of investment in education of girls will be captured by the household after marriage. This reduces parental incentives in the education of girls. The gender gap in education perhaps reaches its apogee in the North-western state of Rajasthan which can be seen as illustrative of what plagues gender equity in education in India as a whole. According to the 1991 Census, Rajasthan had 7 million children of primary school going age of which only 52. 8% attended school. Moreover, among girls the attendance rate was only 37. 4%. The drop out rate from the primary school system was as high as 55%. A large fraction of out of school children were girls. Among scheduled castes and scheduled tribes, the literacy rates for women were as low as 9% and 7% respectively. Thus, gender and caste attitudes have resulted in severe gender inequity in education in Rajasthan. These social attitudes are reproduced officially rendering them invisible, further compounding the low status of women in Rajasthan. 5. 3 Scheduled Castes and Tribes Membership in castes continues to exert a powerful influence on the attainment of socio-economic well being for people in India. This is reflected in almost all the social and economic development indicators for scheduled castes and tribes in India vis-a-vis the rest of the population. Scheduled tribes do worse than scheduled castes and girls belonging to scheduled castes and tribes do much worse than boys belonging to scheduled castes and tribes. At the primary school level, most boys are now enrolled in schools and the percentage of girls enrolled has also improved over time, though it continues to lag in certain states. One of the tables in the appendix provides enrolment ratios for boys and girls belonging to scheduled castes for 1997-98. Enrolment ratios for boys are above 100% for all states. However, drop-out rates for boys and girls belonging to scheduled castes and scheduled tribes are higher than average. In the case of scheduled tribes, nearly 64% of boys and 70% of girls drop out before completing primary school (MHRD, 1994). 6. THE ROLE OF THE GOVERNMENT IN THE SYSTEM Education is one of the most important parameters that can lead a country to a more sustained growth trajectory. The effect of education increases more in a country like India with over 1billion people. It should be noted that till 1976 in India, education was a ‘state subject’ . Post 1976 even the central government got involved in the process but the state could still enact laws modifying those passed by the central government. This implies that the primary responsibility for education lies with the state government. It may be noted that while expenditure on primary education may be nominal or even zero, especially in rural areas, the opportunity cost of education can be high which is why many households in the rural areas are reluctant to send their children to school. They see them as earning members of their families right from their childhood. In 2001-2002, India spent about 4% of its GDP on education, which is less than the proposed 6%. The following table shows government expenditure on education (all levels) as a ratio of expenditure on all sectors as well as percentage of GDP. From above, it is clear that elementary education was ignored by the government and more emphasis were given to secondary and tertiary education but at the start of the 21st century elementary education was finally given its due importance by allocation of more money. Elementary education is financed almost completely by the government – central, state and local – and government funds account for 99% of all recurring expenditure in elementary education. The District Primary Education Program(DPEP) and Sarva Shiksha Abhiyan(SSA) are two large scale programs undertaken by the government of India to provide primary and upper primary education to all the citizens of India. 6. 1 District Primary Education Program (DPEP) The Government of India launched the District Primary Education Programme (DPEP) in 1994 with the aim to attain the goal of universal elementary education. The objectives of the program are: †¢ To provide access to all children to primary education through formal primary schools or its equivalent through alternatives †¢ To reduce overall dropouts at the primary level less than 10 percent †¢ To increase achievement levels by 25 percentage points over and above the measured baseline levels †¢ To reduce disparities of all types to less than 5 percent. The criteria to identify districts under the programme are: †¢ Educationally ward districts with female literacy below the national average †¢ Districts where TLC(Total Literacy Campaigns) have been successful leading to enhanced demand for primary education (Department of Education: 1993). When the program was launched in 1994, it covered forty-two districts in seven states, namely Assam, Haryana, Karnataka, Kerala, Madhya Pradesh, Maharashtra and Tamil Nadu. Later, it was extended to Uttar Pradesh, Bihar, West Bengal, Orissa, Andhra Pradesh, Gujarat and Himachal Pradesh. Currently, the program covers 176 districts in 15 states of India. These states together have 60% of the child population in India. Another 60-65 districts are slated be brought into the DPEP fold. DPEP is a centrally sponsored scheme with the central government providing 85% of funds and the state government providing the remaining 15%. The share of the central government comes from external assistance from bilateral and multilateral agencies such as the World Bank, IDA, DFID, EC, UNICEF and the government of Netherlands. In the first phase of DPEP, 1,60,000 teachers were trained, 4,500 new schools, 5,000 class rooms were constructed and 14,400 toilet and water facilities provided. According to a study conducted by the National Institute of Educational Planning and Administration (NIEPA, 1998a), between 19931994 and 1996-1997, enrollment rates in DPEP districts increased by more than in non-DPEP districts. In many of the DPEP districts, primary school enrollment of girls increased at a higher rate than that for boys. Of the additional 6, 30,000 children enrolled in 39 of the 42 phase I DPEP districts between 1995-6 and 1996-7, 51. 5% were girls. Another NIEPA study (NIEPA, 1998b), found that among the DPEP phase I states, the highest enrollment increase of 35. 6 % was in Assam followed by Haryana (15.9%) and Maharashtra (14. 6%) in 1996-97. The national average was 9. 4 per cent. In 1997-98, the highest increase in enrollment was in Madhya Pradesh (10. 5%). 6. 2 Sarva Shiksha Abhiyan (SSA) The central government launched the Sarva Shiksha Abhiyan (Universal Elementary Education) in 2001. The goal of SSA was to provide meaningful and quality education to all children between the ages 6-14 by 2010. It is an umbrella plan for elementary education in India and includes the DPEP. SSA is a response to the demand for quality basic education all over the country and an opportunity for promoting social justice through basic education. It is a partnership between central, state and the local government. Objectives of SSA †¢ All children should be in school, Education guarantee centre, alternative school or back to school camp by 2005. †¢ All children in the state complete five years of primary schooling by 2007. †¢ All children complete eight years of schooling by 2010. †¢ Focus should be made on Elementary emphasis on education for life in the state. Education of satisfactory quality with †¢ Bridge all gender and social category gaps at the primary stage by 2007 and at the elementary level by 2010 in the state. †¢ Universal retention of children by 2010. The financial obligation by the government towards SSA has been estimated to be an additional Rupees 6,000 million over the next ten years to be shared by the central and state governments. Unlike the DPEP, the SSA is a program that is entirely domestically funded and does not rely on external resources. The funds for the SSA are allocated from the Union Budget. Secondly, the SSA is an initiative of the Central government, even though education in India is largely the responsibility of state governments. 6.3 Mid Day Meal Scheme (MDMS) It is the largest noon meal programme in the world. It covered about 10. 46 crore children of primary and upper primary classes in 11. 92 lakh govt. aided, local body, and NCLP Schools as well as Education Guarantee Scheme (EGS). Rs 48000 crores allocated for the program me during the 11th five year plan; Rs 38,000 crores spent so far. Midday meal scheme is an important step forward in improving both the education and health outcomes of children in India and greater effort and funds should be channeled in improving its quality and implementation. 7. QUALITY AND QUANTITY India has complex social structure where economic, social and gender disparities are present. Providing education to the masses keeping in mind disparities in the Indian society has been the goal of the government since independence. In India there is an emphasis on provision of more schools (‘quantity’) and providing easy access to these institutes. ‘Quantity’ of an education system can be defined as the measure of physical access to schools. Under ‘Sarva Shiksha Abhiyan’ the government aims to ensure that every person in India has a school within one kilometer of his/her residence and is given free primary education. This is to ensure that in rural and tribal areas where resources people have are limited, have easy access to school. Between 1950-51 and 2011-2012, the number of primary schools increased from 209,671 to 664,041, which is more than a three-fold increase. Eighty-four percent of Indian population now has a primary school within one kilometer and local government or local bodies run ninety percent of these schools. ‘Quality’ of an education system is a measure of school supplies, level of teaching and basic amenities provided by the school. Low quality education system indicates that students who have completed primary school are not functionally literate and numerate. In Maharashtra, Community based surveys of 28 cities and 8 rural districts in 2003 found that 30% students were able to read basic texts and perform basic arithmetic according to a report by A.  K. Bannerjee in 2001. The Probe team in 1999 reported similar results in Northern states. A study of two districts of Madhya Pradesh by Leclercq in 2002 found that only 27% students were able to read texts fluently. Thus, while increase in literacy rates are significant, the numbers may be misleading and do not show the ‘functional literacy rates’. The infrastructure in schools is an important measure of the ability of the education institution to impart ‘quality’ education to students. Most schools do not have classrooms large enough to accommodate all students. The  Probe Report in 1999 found that there are as many 40-50 students in a class with its seating capacity of only 25 on an average. The low figures of 25 in schools in Bihar and Andhra Pradesh do not indicate adequate resources, but low attendance in the schools. School structures also lack basic facilities like running water and toilets. A study showed that in Uttar Pradesh, 54% schools did not have running water and 86% schools did not have toilets (World Bank, 1997). Grover and Singh (2002) in their study of two districts of Tamil Nadu found that out of twentyfive schools only two had toilets. The non-availability of these basic facilities reduces student attendance, as the students have to return to their home to use these basic facilities. The lack of separate toilets for boys and girls also influences parent’s incentives to send their daughters to school. The quality of education provided is most affected by the teachers in the institute. Teacher availability in rural areas is very low. A report by a NGO (CSO 2001) shows that 80% teachers in rural areas apply for transfer to urban areas. This has led to severe imbalance in distribution of resources between the two areas. This reflects on the student-teacher ratio. India has a student to teacher ratio of 43, which is almost, double the ratio observed in developed countries. Moreover, most rural schools (almost 45%) are single or two-teacher schools, there is multi-grade teaching, which reduces the quality of education even further and is not shown by pupil-teacher ratios. There is little check on teacher accountability and teacher attendance reported is also low. In many schools, a lot of teaching time is devoted to do paperwork than actual teaching. In rural areas, Opening and closing times of the school deviate from the administrative fixed timings according to the whims of the teachers. The Grover and Singh report (2002) found that schools were often unexpectedly closed during rain, excessive heat, or agriculture peak period and for cultural reasons like marriages. This finally leads to irregular attendance and poor quality of education. Teacher qualification is an important parameter in the education system. In Tamil Nadu, The Grover and Singh report found that 85% teachers had adequate qualifications and 2 years of training for High school education, but this is not the case in other states like UP, Bihar and Rajasthan. Teacher training programs are also not designed for the reality of environment and the constraints under which teaching actually takes place. There is no focus on single-teacher schools where a teacher has to teach multiple grades and handle administration. The program also does not sensitize teachers for economic and social disparities, which are characteristic to the Indian scenario. Stronghold of teacher-unions has further reduced teacher accountability. In 2002, 457 allegations were registered against teachers and principals for ‘corruption’. This includes miss-use of school funds, recruitment of friends and relatives as teachers and ‘selling’ important positions in the school by bribes and social connections. Teacher apathy comes out very strongly in small surveys carried out by various research teams all over India. PROBE (1999) team reports that there was no teaching happening in half of the sample schools the team visited and the problem further compounded by poor infrastructure, overcrowded classrooms and lack of teaching materials. A research conducted by Grover and Singh in 2002 reported that in 70% of schools in Madurai and Villupuram in Tamil Nadu, no instruction was taking place. In Madhya Pradesh, management has been decentralized to village level bodies like Gram Panchayat to improve administration according to the regional needs. Alternate schools also report social differentiation and inequality in schools . Social differentiation on the basis of caste was always present in India, and the above reform has alleviated the problem. This is observed especially in the areas where students belong to a ‘lower’ social caste and teachers belong to the dominant caste. This increases the problem of low enrollment, dropout rates and parental apathy towards public schools. World Bank’s study of 1997, estimated 45% girl and 42% boy dropout rate before class five. The All-India rate is 40% highlighting that dropout is still a major problem in Public education system. The dropout rate of girls is always higher than boys (Except Karnataka) and in five states UP, Bihar, Rajasthan West Bengal and Madhya Pradesh; dropout rates are more than 50%. Corporal punishment is reported to be practiced in both rural and urban schools. Psychologists say no matter how serious the offence, beating should not be allowed. It leaves a very serious trauma on the student’s mind. In 2011, 40 cases were registered in Delhi of corporal punishment. The worst aspect is that almost 90% of the cases go unreported as parents too think it must be their child’s mistake and that’s why he/she must have been administered a beating. It was seen as an acceptable form of punishment by the society until 2000, when the Supreme Court banned it in all schools. There have been many cases in which students have lost their lives because of corporal punishment. In 2010, a nine-year old girl, Piya Chaudhary died of due to cancer arising out of injuries inflicted on her head by a schoolteacher. In 2012, Aslam Ansari died after thrashing by his teachers in Madhya Pradesh. Every year, numerous children die due to corporal punishment in schools. This reflects the quality of education and teacher apathy. 8. LOW COST PRIVATE SCHOOLS VS GOVERNMENT SCHOOLS One of the major movements that have come up in India and other developing countries is the system of low-cost private schools which are accessible by the masses. The affordable or low-cost private school system which basically consists of private schools where monthly student fees varies from Rs 100-Rs 750 ( 2 US$ to 15US$) is gaining momentum worldwide and helps poor families in having a say in their children’s education and future. . In a UNDP survey across 10 major cities of the developing world, however, as many as 75 per cent of students were attending private schools, paying fees of less than US$10 a month. ? He then found out that the trustee was a doctor at Walbrook and he was supposed to use all the money needed to care for his brother Raymond. In this movie Charlie shows narcissism by his greed for his fathers estate. Because his business was having financial difficulties, Charlie is in need of his fathers estate. He believes he is the only child in the family so he thinks he is going to be left with everything his father owns but when he finds out he had an older brother he is terrified. He felt as if he had been cheated out of his inheritance because his brother got all the money and all he was left with was the 49 Buick convertible and the prized rosebushes. He felt as if he should have received half of the money for the estate. This then leads to isolation which is showed by him trying to do everything to get half of that estate. He goes to Walbrook to try to get the doctor who is the trustee to give him half of the estate and the doctor refuses. To get the money he thought he should have, Charlie decides to take Raymond home with him. He removed Raymond from the institution where he had lived for many years and they started for California. To say what will happen in the future, you can use the modal auxiliary will (plus the base form of the main verb), the verb phrase be going to (plus the base form of the main verb, the present simple or the present progressive, etc†¦ But, be careful! There are times when one is preferred over the others. We can accept that there are 7 main ways of this. Take a look at the following examples: The first five of these are commonly used in both speech and writing: 1. Currently EMAS installation within RESA is a fragmented scenario particularly in Europe once the entire eventualities are covered (CAA, 2010b). However various aviation authorities are supportive with the idea if aresstor beds as an effective and efficient mitigator (CAA, 2010b; Eurocontrol, 2010b). Moreover EMA S should be taken into consideration in light of other preventative methods. CAA Currently CAA is assisting ICAO with study focused on the touch-down lights particularly for the aerodromes with steep approaches as well as short runways. This has been raised on the basis of risk compensation where extending RESA is suggested to make pilots less cautious during landing once they know that they have extra space for landing. In contrast, IFALPA (2008) states extra RESA would be effective as it would provide extra braking capacity for operating crew as excursion accidents rate has not improved for the past 20 years (Eurocontrol, 2010). CAA- Proposals for the inclusion of information about arrestor system will be considered by ICAO in October (CAA, 2010). According to CAA there are currently some airports in UK that are considering to adopt an EMAS at their RESA. EMAS Kevin KQ KQ Currently Zodiac Aerospace is working with ICAO in order to get their support, recognition and approval of EMAS as an effective product and according to Quan (2010) there will be hopefully an amendment to annex 14 by December 2010, which would state that ICAO recognise and accept the product as an option for airport to meet their RESA requirements. Once the approval is made, other countries aviation authorities will be more serious about the product particularly after the ICAO requirements has been met. KQ Cost of an EMAS will depend on location and the design aircraft type for which the arrestor bed will be installed for, however, a project in US is less expensive than other countries due to the transportation cost such as shipping. According to Quan an EMAS project in US could be between 3-10 million US dollars. KQ Even though EMAS has been funded and approved by FAA but every US airport before installation must consider other alternatives such as use of declared distance which reassigns some part of runway as a RESA. This option would certainly introduce operational limitations and also shorter runway promotes lower utility from the airfield. However the FAA requirement is 300m RESA which is only recommendation by ICAO. As there are many airports in US which are limited to meet the FAA RESA requirement, which encourages them to adopt other alternatives such as putting as much EMAS bed as possible in their RSA to enhance their safety margins (Quan, 2010). According to ESCO (2010), the smallest EMAS bed installed in US is about 50m length and 30m width. KQ As FAA essentially encourages airports to endeavour and deploy highest practical limit of safety (Heald, 2010). According to Advisory Circle 5200.9 (FAA, 2005) every airport aiming to meet the requirement must do a 20 years life cycle values to establish the cost of installing an EMAS on each end of runway and furthermore the airport is then permitted to spend up to the calculated cost value from AIP budget to improve safety. KQ In case of Madrid, the EMAS was not deployed to meet the ICAO recommended practice, as the runway had already 240m of RESA beyond the runway strip. However Madrids airport authority decided to deploy EMAS on two parallel runways due to the operational concerns involved. They two sets of parallel runways, one set are used for landing and the other is used for takeoff. KQ Additionally, the landing runway has a safety area which intercepts to safety area of another runway, in essence, there were two safety areas occupying the same space. Their concern was in case of an overrun in landing runway and the aircraft ends up in the safety area that a portion of which intersects the departure runway safety area. Consequently both runways would be closed, therefore, they decided to deploy EMAS within the safety area to prevent the overrunning aircraft from entering the other RESA. KQ Based on study conducted by ESCO (2010), the EMAS bed is most appropriate at airports with geographical and physical limitations which constrain them to meet the ICAOs requirement. For instance, a 400ft of EMAS bed is as effective as 1000ft RESA in stopping B737 travelling pass the end of runway with speed of 70knot. Considering the reduction in foot print requirement is promotes EMAS as an ideal solution for many airports worldwide. KQ -EMAS bed is based on a modular system, therefore, during an overrun only the sections that are used to sink the tyres and stop the aircraft need to be repaired. According to Quan (2010) an estimate price for each block in US market is roughly around 1200 US dollars. Moreover according to FSF (2006), repair of the arrestor bed that brought the 747 at John F. Kennedy International Airport to rest in December 2005 cost about US$2 million dollars, as it stands to the most costly repair known to ESCO. The most recent EMAS arrestment was outlined by KQ, which was a Bombardier CRJ-200 operated by a regional Jet at Charleston, West Virginia. The aircraft entered an EMAS bed that comprised of 4200 blocks and it brought the aircraft to stop safely, saving over 34 people and only consumed 170 blocks where there is a steep 446ft beyond the EMAS bed (EMAS, 2010). In case of any overrun, the operator of the aircraft is liable for the repair of the airport property as the aircraft has ended up at a point which is technically not suppose to enter. Typically the insurer of the aircraft operator pays for repair of any damage to airport property. EMAS David DH DH EMAS beds implementation in both China and Spain were conducted according to FAAs policy. However, once ICAO recognise EMAS as suitable alternative to standard recommended RESA, ICAO position will not make any reference to FAA policies. DH In essence FAA considers an EMAS capable of decelerating range of aircrafts on a runway at 70 knots, based on the study conducted by FAA that found that 90 percent of aircraft depart the end of runway at 70knot or less. Furthermore, FAA approves such systems equivalent to 305m safety area in US. According to Zodiac Aerospace (2010) every EMAS installation was funded through AIP. However the final stage for any airport upon the acceptance of an EMAS as an effective substitute to RESA that aims to meet the ICAOs requirements is based on financial calculations. The most financial feasible option for airport usually will be chosen, whether it is to install an EMAS, shift or shorten the runway to meet the requirements (Heald, 2010). DH Additionally if there is a situation where there are physical constraints that are not practical to remove such as highways, railways and any topographical features that would cause the cost to be so high as to preclude that area, an EMAS becomes an appropriate choice. According to ESCO (2008), airports also tend to deploy EMAS where there have been environmental concerns associated with expansion of RESA such as physical cost of acquisition. DH As it was pointed out by DH, China was the first country to adopt EMAS outside US, using it to maximise its runway safety margins at high-altitude airport in Jiuzhaigou (FSF, 2006). DH One of the most critical advantages of EMAS over normal RESA is that its predictable static properties as oppose to RESA which could be influenced significantly by adverse weather conditions. EMAS has been designed not to be impacted by meteorological conditions. Furthermore, the performance of an overrunning aircraft on a grassy RESA with length of 240m is unpredictable, as the grass could be wet, muddy or frozen. As the results, even a recommended RESA at poor weather condition might fail to accommodate an overrunning aircraft in case of which the properties of grounds surface have been compromised such that it will not support the weight of the aircraft. DH On May 25, 2008, a Kalitta Air B747-200 overran runway 20 of the Brussels Airport, Belgium after a Rejected Take-Off. According to the final accident report by Air Accident Investigation Unit (AAIU), the aircraft came to halt 300m after the threshold where pilot escape slide was going down to railway bed. There were no fatalities however the aircraft was completely destroyed and broken down in three parts. Although runway 20 meets the ICAO minimum requirements but it does not conform to the ICAO recommendation as the extension of RESA is extremely costly. There will be a serious cost issue since runway 20 is geographically constraint due to the presence of the railway tracks on one end and existence of motorway from the other end. DH Moreover, AAIU have recommended Brussels Airport Authorities to consider installing EMAS to maximise the braking effect. Computational analysis conducted by AAIU proves that in case of EMAS in placed within the RESA, the aircraft would have came to halt within the designated RESA and the level of severity to the B747-200 would have been significantly minimised (AAIU, 2009). DH EMAS is a new technology and even in US, it was not until 2005 after FAA released Advisory Circle 5200.9 which finally established a policy on its application. According to Zodiac Aerospace, ICAO has started studying EMAS since early 2008 and moreover ICAO revises its annex every 7 years. DH From the primary research conducted it is found that EMAS manufacturer will work voluntarily free of charge with any airport worldwide to help them develop a preliminary propose solution as well as estimating preliminary cost of installing EMAS at ends of their runways (Zodiac Aerospace, 2010). For instance it has already been done for 5 airports in India and 6 airports in Thailand free of charge. DH EMAS manufacturer states that it was not until 2006 that they felt their product is appropriate and ready for international market, as they are producing third generation of EMAS. The previous generations required high level of maintenance such that for the cases of airports in US which have deployed EMAS before 2006 require to resurface their EMAS bed every 3 to 5 years which could cost them between US $100,000 to US $300,000 (ESCO, 2010b) which is a significant drawback to ownership. Furthermore, EMAS manufacturer were not keen to enter international market prior to the introduction of the most recent generation EMASMAX where it does not have a maintenance intensive nature. EMASMAX bed eliminates large cost of ownership which encouraged Zodiac Aerospace to promote its product more confidently to international market. DH Today many airport mangers are reluctant to deploy EMAS within their RESA even though there are significant amount of evidence that supports the effectiveness of such proposal. Currently there are no acknowledgements made by ICAO to support airports which are suffering from lack of inadequate safety margins at their RESA to consider EMAS as an approved and efficient substitute. DH EMAS recommends airports with runways having inadequate RESA to benefit from EMAS as an alternative technology. In some countries transportation safety department recognise the effectiveness of such device, however regulator still remains to be reluctant and fails to acknowledge and respond to such proposal. DH In April 2008, Austrailian Civil Aviation Safety Administration (CASA) part 139 aerodrome standards were revised to permit an alternative Engineering solution to be deployed within RESA (CASA, 2009). They used engineering solution rather than EMAS since it would have appeared to be recommending a manufacturer rather than a safety concept. However, EMAS organisation is the only company approved by FAA to install EMAS beds. DH CASA has completed the project of ensuring all of it air carrier runways to meet ICAO requirements except runway 25 at Sydney Kingsford Smith International Airport (FSF, 2008). Although RESAs have been adopted for the other five runways fairly simply however runway 25 had been challenged by physical constrains to extend its RESA in order to meet ICAO requirement. Runway 25 abutted a major highway, airport perimeter road and a river which introduced heavy cost issues as the airport authorities decided to build a RESA above the obstructions. According to project manager Mr. Plummer (2010) the final cost of building the sixth and final RESA at Sydney airport was around $AU100 million which contradicts with published information on Sydney airport website that states Sydney Airports $AU100 million runway safety project is completed on the 1st of April 2010 which cover the cost of extension of all six runways. DH In addition, while the construction was being carried out, Airport authority opted to establish temporary RESA for runway 25 by reducing the take-off and landing distance on the 2529m runway by 97 meters (FSF, 2008). The criticisms still remain against Sydney airport authority as they failed to acknowledge the revised aerodrome standard made by CASA which effectively permitted airports to deploy an engineering solution to enhance their RESA safety margins. Having spent over $AU25 million just on the final sixth they still have not reaches ICAOs standard recommended practices, moreover, they could have install EMAS for another $AU6 million (EMAS, 2010). DH Having established that, from ICAOs point of view Sydney airport currently meets the standards, however, there is a little motivation for airport such as Sydney to endeavour to reach the ICAO recommended practice particularly if the airport is owned and operated by a profit driven organisation. Moreover, in case of an overrun accident Sydney airport authority will not be in a position to defend themselves if they will asked on what basis they did not try to meet the recommended practice as they failed to deploy engineering solutions according to part-139 to mitigate risks and promote higher level of safety. Certainly it is beyond financial feasibility considerations as they could have invested a few more million dollars in installing EMAS which would driven their RESA safety standard more towards recommended practice than minimum requirement. The Australian Airports Association reported to the Air Transportation Safety Board that the Association does not believe a safety case for extending RESAs beyond 90 m in length can be mounted or sustained (ATSB, 2009). DH Currently, ICAO is looking into permitting arresting systems to be installed within runway RESA. In addition, ICAO is focusing to revise runway strip specifications, as of now, only objects allowed in runway strip are navigation aids provided that they are not hazards to operating aircraft. However, once the specifications are revised the outcome might allow navigational aids as well as aircraft safety systems in the runway strip. This revision will permit EMAS to be installed 11 meter from the runway end (EMAS, 2010). As DH suggests, The safety of the flying public and the credibility of our industry depends on making the right choices, and on implementing new technologies. We must choose wisely and we must always choose safety. SMS According to Morier (2005), the traditional approach to safety management was particularly concentrated on following certain required standards and react after the accidents has taken place which blinded the authorities to look beyond the regulation. They failed to concentrate on how safety margin could be enhanced which is strongly adopted by SMS (Kikland, 2001). As SMS is adopted the mentality and the safety culture existed within the implemented aviation organisation has been significantly improved where management by oversight has been replaced by management insight (Leveson, 2004). In line with this, Kirkland (2001b) states that UK CAA has altered its safety regulation policy from enforcing rules into auditing and mitigating. Currently there are many aerodrome licensees around the world that fail adopt a SMS to minimise risks to reduce the likelihood of an overrun. A crucial driver in order to implement SMS in an aviation organisation is the general willing of the managers to improve the safety standards considering operational and economical efficiencies in case of adopting SMS (ICAO, 2006). SMS has a proactive nature which tends to solve and rectify shortfalls prior to an accident. SMS is effectively based on the accidents and incidents reports as well as other daily reports which encounter any unsafe area which could cause vulnerability to the system. once the area with certain level of risk is identified, specific mitigating measures can be adopted according to the level of severity of the risk. Consequently, SMS enables an airport to evaluate its safety standards as it is more transparent and clear to measure (ICAO, 2006). As SMS is a continuous cycle, it continues to be updated and improved once it is implemented within an organisation, therefore it gradually become a uniform process which starts with risk identification, followed by risk evaluation, implementing mitigation measures and finally monitoring their effectiveness in managing the identified risks (Mitchell, 2010). According to ICAO, SMS adopted by an airport is defined as; A system for the management of safety at aerodromes including the organisational structure, responsibilities, processes and provisions for the implementation of aerodrome safety policies by an aerodrome operator, which provides for the control of safety at, and the safe use of, the aerodrome (ICAO 2002b). SMS ha s various advantages to the tradition approach. SMS is based on collecting and analysing relevant factors to monitor and manage risks. This method as it is based on quantitative as well qualitative evidences, avoid the previous influential human judgement. Another advantage of using SMS is it allows the organisation not only to identify yet to prioritise various challenges according to their level of severity (DOT, 2006). Once the SMS is adopted, the airport automatically becomes more practical in monitoring risks and implementing robust procedures to manage safety (CAA, 2003). Unfortunately, there are still cost issues which prevent an SMS to be adopted by many aviation organisations, particularly in third world countries. This is why the later stage of this report will focus on a cost analysis of installing an engineering device within RESA of Mangalore Airport in India, in order to enhance the survivability of the passengers in a case of an overrun. Summaryof just SMS Excursion accidents are not just about an adequate RESA or EMAS, in fact they are involved precision approaches, the ability to stabilise the approach for the pilot and landing on the touchdown zone at the right end of the runway. Moreover, ability to take the most appropriate exit for pilot while having the freedom to taxi to terminal without undue pressure of having taken an exit. Overall, EMAS is a mitigator not a preventer (Eurocontrol, 2010). It must not be forgotten to invest on the ways which the overrun accident could have been prevented from happening. The very first step must be focused on tracking and identifying contributing factors and how effectively it can be managed to enhance safety margins. However, this thesis focuses on improving safety margins while minimising the severity level of damages post-overrun accident. . EMAS Financial Feasibility This part focuses to answer the final objective of this thesis which is to evaluate the financial feasibility of installing EMAS. To study this, a case study is proposed which is based on the most recent fatal overrun accident that occurred in India, Mangalore Airport, which killed 158 people onboard, on the 22nd of May 2010. Air India Express was operating B737-800 which overran the 2450m (8,033ft) runway number 06/24 (Hindustan Times, 2010). Financial calculation for installing EMAS will be structured according to FAA Order 5200.9 (FAA, 2005) however there are some assumptions and estimations in the calculation due to limited data received from Mangalore Airport. Mangalores overrun The accident report is yet to be completed by Indias accident investigation unit, however according to Hepher (2010a), the aircraft landed long and over shot the runway and consequently ended up in a steep ravine at the end of the runway. As the aircraft was overrunning the end of the runway, it damaged the Instrument Landing System (ILS) localiser antenna which is an instrument to provide precision guidance to operating crew of an aircraft which is approaching and landing on a runway. Only the damaged caused to the ILS significant delays or cancelled number of flight which took Mangalores airport authority more than a month to return to their normal/scheduled operation. The Boeing 737-800 is counted and known as one of the most reliable and competitive aircraft in the current market which is operated by many airline all over the world. It current price in the market is between 66-75 million dollars (Hepher, 2010b). According to Flight Safety Foundation (FSF) (2010) Mangalore crash is the worst accident involving 737-800 so far. In addition according to Ranganathan (2010), The Air India Express crash was waiting to happen. The current level of safety standards adopted in Indian civil aviation authority are significantly below the SARPs required by ICAO, particularly regarding the Aerodrome design. Even though there have some changes and amendments made in the regulation in order to rectify some of the issues but systematic rot is so deep (Gupta, 2010). Recent countrys robust growth promoted rapid growth and need for air travel. Indias international market for air travel has tripled between 2000 and 2008 (IATA, 2009) but its infrastructural safety margin are stretched beyond the recommended safe level by ICAO. Even though the runway 06/24 met the required RESA by ICAO and adequate runway length was provided for B737-800 to land but its adopted safety margins for its RESA did not allow any room for error in case of an overrun or veer-off. As previously mentioned, runway excursions make quarter of air transport accidents and incident (IFALPA, 2008) and yet there is still no unified standard for RESA and installation of safety areas where they are potentially needed to minimise the possibility of runway overruns. According to an anonymous Indian official involved in aviation, A disaster was waiting to happen and we have been very lucky to have had no major accidents in the past 10 years,. This is in line with Indias director of general civil aviation Mr. Gohain statement in April 2008 which reportedly said that India had just three inspectors for 10 commercial airlines and 600 planes. (worldaviationjournal, 2010). According to ICAOs safety audit, India was listed as the worst country in terms of technical personnel qualification and training(ICAO, 2006). The crash at Mangalore airport occur just about four after a similar fatal accident was prevented. The aircraft came to halt within designated safety area at Charleston Airport, (West Virginia), where the airport authority installed EMAS to enhance the level of survivability of their RESAs. Only after such disastrous event, Indian civil aviation authority decides to extend the runway 06/24 from 2450m to 2743m where as the result its RESA will extend too (Aviation Week, 2010). However, if there was an EMAS installed prior to the accident not only so many lives would have been saved but many unfavourable costs to airlines and airport would have avoided. Therefore next section will focus on cost analysis of installing an EMAS at Mangalore airport. EMAS is one of the alternative ways which airport authorities could have adopted in order maximise the safety margins. Consequently, the level of severity of the crash could have been significantly reduced if not completely avoided. DP -Believ es that if AAI had followed and adopted specific safety measures by studying the accident predictive model which was developed by Wong (2007), they could have saved so many lived but they ignored such safety implementations. DP- The cost of an overrun accident can be more many time more than the cost of mitigating the risks but unfortunately, cost minimisation has been considered more important than safety maximisation where airports decided to choose an option which offer lower margin error but it costs less. DP-Pitfield (2010) states in case where there is no adequate RESA is in place, airport authority should also consider closing the runway since there is no margin of an error unless the runway is long enough to extend the RESA without introducing operational limitations to the airport. DP- Even though the Pilots operated many time to that particular airport, Pitfield states that they are not the main people to be blamed. The most destructive factor is the some shortfalls of present airport safety area regulations which are not uniformly monitored around the world. However the existing shortfalls in the present RESA regulation are gradually improved by introduction of Safety Management System (SMS) (Pitfield, 2010). However he still believes that there would be still institutional infrastructural constraints on implementing RESA from an aerodrome perspective. EMAS Installation Cost at Mangalore Airport The financial feasibility is considered vital, since it is one the most effective alternative options for airports particularly facing geographical limitations, consequently they are constraints by terrains or obstacles to extend their RESA. There are number of ways to calculate EMAS installation cost, however the most recommended way is followed by a guideline produced by FAA Order 5200.9 and EMAS manufacturer (Zodiac Aerospace). Airport Authority of India (AAI) agreed to provide the author up-to-date information regarding runway 06/24 to estimate the cost of installing an EMAS at both ends of the runway. In order to calculate the cost certain factors specific to the airport must be considered; EMAS must be capable of safely bringing a DESIGN/CRITICAL aircraft (which is in most cases the most frequent and heaviest aircraft that uses the runway) overrunning the threshold (end of runway) with a speed of 70 knots.
